Minister McGrath notes final instalment of current Building Momentum pay deal due on 1 October 2022

Over 370,000 public servants to benefit from 1% pay increase on 1 October

Flat rate increase of €500 for lower paid public servants

Result of ballot on extension of pay deal awaited

Pay parity for public servants retained for duration of the Agreement

 

The Minister for Public Expenditure and Reform, Michael McGrath T.D. has today noted the payment on 1 October of the final instalment of the current Building Momentum public sector pay agreement. 

 

Under the terms of the Agreement, a general round increase in annualised basic salaries for all public servants of 1% or €500, whichever is greater, will be paid on 1 October 2022.

 

Over 370,000 public servants will benefit from the increase.

 

Minister McGrath noted:

 

“In the difficult inflationary environment we are currently experiencing, public servants will welcome the payment of the 1 October instalment of the current Building Momentum agreement. This is the final increase provided for under the existing agreement. 

 

“As we all aware, negotiations concluded at the end of August on a proposed extension to the agreement which, if ratified by public sector unions, will result in an increase in annualised basic salaries of 3% back dated to 2nd February 2022 and further increases in 2023.  

 

“I believe the proposed deal is affordable and fair, and acknowledges the higher than anticipated rates of inflation that have emerged since 2021. Its approval would give certainty around the public service pay bill and ensure the continued delivery of vital services. 

 

“I look forward to the conclusion of the ballot process and the implementation of the agreed increases, should the deal be ratified.

 

“I recently approved the application of increases for public sector pensioners who commenced employment before 2013 in line with adjustments to the pay scales of existing staff members for the remaining life of the Agreement.  Over 200,000 persons in receipt of a public sector pensions will benefit from this “pay parity” provision.

 

"Pensioners would also benefit the back dating element to the 3% increase this year.”

The proposed adjustments to the current Building Momentum pay agreement are: 

 

  1. An increase in annualised basic salaries for public servants of 3% backdated to 2 February 2022.
  2. An increase in annualised basic salaries for public servants of 2% on 1 March 2023. 
  3. An increase in annualised basic salaries for public servants of 1.5% or €750, whichever is greater, on 1 October 2023.
