Minister McConalogue announces 2022 Tillage Incentive Scheme payments

Minister for Agriculture, Food and the Marine, Charlie McConalogue T.D. today announced the commencement of the 2022 payments under the Tillage Incentive Scheme (TIS). Almost €9m of the €10m is now being paid to some 3,100 farmers. Further payments will continue to be made as quickly as possible.

 

The Minister launched the Tillage Incentive Scheme in March 2022 as part of a package of supports, as a result of the illegal war in Ukraine. The Scheme was introduced to encourage farmers to sow additional eligible tillage crops in 2022 to help reduce the dependency on imported animal feed materials.

 

Minister McConalogue said: “I am very pleased to see the success of the Tillage Incentive Scheme and to see payments of €400 per hectare issuing to so many farmers. Farmers really bought into the Tillage Incentive Scheme and it is great to see the interest that was there for it from farmers. The Scheme was introduced at an early stage in 2022 and it is great to see farmers respond to supports put in place.”

 

Payments will be visible in farmers’ bank accounts in the coming days.

 

Minister McConalogue added: “I am also happy to confirm that the Tillage Incentive Scheme will continue in 2023. I secured a budget of €10 million for the scheme in Budget 2023.”

 

A payment of €200 per hectare will be available to farmers that were in the 2022 Tillage Incentive Scheme, if they maintain the land in eligible tillage crops in 2023. A payment of €400 per hectare will be available to farmers in 2023 for any additional land converted to tillage crops.

  • The Tillage Incentive Scheme is implemented pursuant to the Temporary Crisis Framework for State Aid measures to support the economy following the aggression against Ukraine by Russia.
  • Some 4,081 applicants applied for the Tillage Incentive Scheme. To be eligible for the Tillage Incentive Scheme, there must be an increase in the total tillage crops grown on the holding in 2022 versus 2021. The land on which the additional eligible crops are grown for the scheme must have been in grassland or other non-tillage crops in 2021.
  • Further payments will issue in the coming days and weeks, including for partnerships.
  • While the area eligible is still subject to change until all payments have issued, it is expected to be circa. 25,000 hectares.
  • The eligible crops are Spring Oats, Winter Oats, Spring Wheat, Winter Wheat, Spring Barley, Winter Barley, Rye, Maize, Fodder/sugar beet, Spring Oilseed Rape, and Winter Oilseed Rape.
